Professor William Maley at Afghanistan's Parliamentary and Provinical Council Elections In September 2005, Professor William Maley (Director, APCD) travelled to Afghanistan to observe Afghanistan's Parliamentary and Provincial Council elections as a Special Guest of the UN-supported Joint Electoral Management Body.
